MAN CONVICTED OF MURDER ARRESTED FOR PAROLE VIOLATION IN CROSSVILLE

A man who served time for first-degree murder in the mid-1980s was arrested by Crossville police Sunday night. Officers responded to an area off of Livingston Road to investigate a theft when they came upon a fenced-in area where 64-year-old Kenneth Ray Phifer was staying. A check revealed Phifer had a violation-of-parole warrant. Phifer, who was convicted of first-degree murder in White County in 1984, was taken to the Cumberland County jail and is being held pending a parole-revocation hearing.
