A Roane County woman has been charged with child abuse and neglect after officers said her granddaughter was found running in a roadway. Rockwood police responded to Smokin’ Joe’s Tobacco Shop on Gateway Avenue after citizens reported a 3-year-old girl running on the road. According to the report, 47-year-old Patricia Brown told officers that the girl was her granddaughter, who had gotten out in the middle of the night. Police say Brown admitted to drinking alcohol and detected a strong odor of alcohol coming from her. Brown was arrested, transported to the Roane County jail and later released after posting a $10,000 bond.
