The Tennessee Highway Patrol released the names today (Tuesday, August 8, 2017) of the elderly couple that died late yesterday at a Center Hill Lake boat ramp in Dekalb County. Troopers say 84-year-old Lendon Welch and 83-year-old Charlotte Welch, both of Knoxville, passed away in the tragic accident. Their pickup truck was recovered from the lake with the boat still attached. Authorities say the truck was backing up to either put the boat into the water or get it on the boat trailer when the vehicle went too far in and submerged. Officers say the truck’s transmission was in reverse and emergency brake was partially engaged.
