COUPLE ACC– USED OF TYING 5-YEAR-OLD TO THE FLOOR APPEARS IN COURT

A Rhea County couple accused of tying their five-year-old to the floor with a dog harness attached to a three-foot belt appeared in court this morning (Tuesday, July 24, 2017). Court officials say 39-year-old Monica Hall and 42-year-old Dennis Couch of Strader Road in Evansville are both charged with aggravated child abuse or neglect. District Attorney Mike Taylor says the boy was “particularly vulnerable” because he has a mental disability that renders him mostly non-verbal. The judge today rescheduled the hearing for August 15. Authorities say Hall will be in family court this week to try to get visitation rights. Officers say the Department of Children’s Services has been involved in the past, but found nothing they considered severe.
